MCTC is a purpose-built training and education program designed to provide commanders with expert trainers in their NCO ranks. The use of small arms proficiency as a vehicle enables accelerated learning while increasing the Non-commissioned Officers' (NCOs) abilities in fulfilling their primary responsibilities of training Soldiers and simultaneously enhancing lethality across the formation. MCTC uses different modes and domains of learning, strategies pulling from multiple adult learning theories, and is nested with the Army Learning Concept and Army Learning Model. MCTC produces small arms instructors but is not solely designed to build skill at arms. The course structure develops competencies that are easily transferable to any skill the NCO needs to teach his or her subordinates, using the familiar and core task of weapons proficiency as a vehicle. MCTC is nested with current Army doctrine, with the culmination exercise fully supported by allocations set in Standards in Training Commission (STRAC), DA PAM 350-38.
Endstate:
Non-commissioned Officers have been professionally developed in weapons proficiency and training. They are subject matter experts with the rifle/carbine. Additionally they can transfer their skills in developing, preparing, and conducting training and education programs to any individual or collective skill or task being developed within their formation.
